How do I turn on OneNote notifications?
You can go to https://www.onenote.com/sharenotificationsettings to setting receive email notifications when other people make changes to the shared notebook. If you have installed “Gem for OneNote” add-in, you also quickly open this URL from desktop OneNote.
Can you set up alerts in OneNote?
Create an Outlook task in OneNote, select the words that you want to be your task. In the menu that appears, click the arrow next to the Outlook Tasks button and choose a reminder. A flag appears next to your task in OneNote and your task is added to Outlook.

Currently, there's no feature to get a notification, when any change is made in a notebook shared from OneDrive. However, you can check the 'Recent Edit' option (History>Recent Edits>Today), if there are any changes made, it will highlight those changes.
