How do I open a DGN file in Windows 10?
To Open a DGN File from the File Tab Select File > Open, and click Browse. (Optional) Select the desired WorkSpace and WorkSet from the respective drop-down lists. (Optional) To change the filter, select the desired filter from the drop-down list next to the File name field.

What files can MicroStation import?
MicroStation can work with DGN, V7, and the DWG file formats. The V7 format is an older version of the DGN format. DWG is the AutoCAD file format. The process of changing the file from one format to another is called a conversion.
How do I import a JPEG into MicroStation?
You attach a Raster File (image) in MicroStation via the Raster Reference Manager. Open the Raster Reference Manager. Select your Raster File, i.e. Image. Adjust your Raster Attachment Settings, if needed. Place the Raster in the design file in the position and size needed.
