You CAN Take Settlements back from Raiders The problem are turrets being present in the Settlement. So before you ever do Open Season, go to those Settlements and scrap all turrets. Removing those turrets, you can turn a raider Settlement back into a normal one!
Do Raider settlements share supplies?
All raider settlements share supplies automatically with one another, but not with your normal settlements. You'll have to transfer them yourself.
How do you share supplies between settlements?
Once you've met those requisites, go find a settler at any one of your settlements. Then, activate your workshop menu the button you hold to start building resources for your settlement. If you highlight over one of your settlers, you should see a “Supply Line” button option.
How many Raider settlements can you have?
With a pair of 15-20 population settlements providing food, I could have 8 outposts and only 2 vassals supplying them. Of course as the population of raider settlements grows, food may become a problem, so you may want to make 1 raider (or automation) work the field in each settlement to get the reliable 6 food.

How do I get more raiders in my settlement?
First, you have to keep them happy. Places to sleep, drugs and the transmitter are a must-have if you want your outpost to grow. Additionally, you have to assign “slave posts” (I just named them like that) to your outpost in order to supply the outpost with food. Do NOT make your raiders work.
Can the castle become a Raider outpost?
You cannot. Neither the Castle, nor the Airport, nor Bunker Hill nor Home Plate can be claimed as a raider outpost.
Can you make sanctuary a Raider outpost?
Critical Points such as sanctuary hills cannot be turned into a raider outpost. It shouldn't let you turn covenant or the airport either last time I checked. However, the red rocket place can be.
