Step 1: Download and Install the App. The first thing to do is to download the PDF element for android app on your device.
Step 2: Open the App and PDF File.
Step 3: Access Page management Functions.

How do I rotate a PDF on Android?
Tap on the edit button which is in the bottom-left corner of the screen. Select the page(s) that you want to rotate. Tap on the rotate button (the 3rd button). This will rotate your page by 90° to the right.
