Is it against the law to dig without calling 811?
The law, in all states, generally provides that anyone excavate must call the 811 utility-locate hotline before digging begins to have all utilities located and marked. But as of January 1, the law has changed.
Does 811 find private property?
In most (if not all) states, calling 811 before you dig is the law. Miss Utility (811) does not itself locate utilities. Private utility lines are buried utilities that are located on common or private property between the meter and a home or a commercial building.
