The guild charter is a game mechanic that's never really been questioned -- to start up a guild, you have to grab a charter from an NPC, and then get nine other people (not characters, people, as alts on the same account can only sign once) to sign it.
To get them to sign, click on your charter (which needs to be in your backpack) with the person selected and click on 'Request Signature'. After 9 signatures, go back to the guild master, give it to him, and you have a guild.
The required amount of signatures to complete the guild registration is 10.
To form a guild, visit a capital city and ask a guard for directions to a guild master. There you can buy a charter, get four signatures from other players and turn in the charter to form the guild. The first bank tab costs 100g.
When you sign up for a trial account, you may not do any of the following: Create, join, or find guilds, or create calendar invitations. Players with lapsed accounts can join guilds with characters below level 20 if the player still has some characters that are current members of that guild.
