Causes: The file is a raster-based PDF and PDFIMPORT is set to import only vector-based objects.
Go to File > Place. Search for the file that you wish to import into Illustrator. Highlight it and click on Place. The graphic will now appear on the page.
There is no direct functionality to automatically import all the pages of a PDF into a drawing. To import multiple pages of a PDF efficiently try the following: Run the _PDFATTACH command and browse to select the PDF file. On the PDF-Document attach dialog, select multiple pages at once (using Ctrl+Click).
Inside Illustrator, select the 'file' menu, select 'open', then locate the PDF file you want. From here, you'll be able to save this PDF as an AI, finishing the conversion. Simply select the 'file' menu, and click 'save'. The PDF is now an AI format file.
