How do you convert a PDF to a fillable form?
Step 1: Load the PDF File. Open your pre-existing PDF form in PDF element, or you can choose to open an existing form template. Step 2: Recognize Form Fields Automatically. Step 3: Fill and Save the Form.
How do you edit text in a PDF document?
Choose Tools > Edit PDF > Edit. Outlines identify the text and images you can edit. Select the text you want to edit. Edit the text by doing one of the following: Type new text to replace the selected text, or press Delete to remove it. Click outside the selection to deselect it and start over.
Why can't I edit a fillable PDF?
Make sure that the security settings allow form filling. (See File > Properties > Security.) Make sure that the PDF includes interactive, or fillable, form fields. If you can't type in the form fields, then the fields are probably not interactive.

Unfortunately it's not possible to manually change the modified date of any file in Windows. You can manually change the Last Modified Date/Time for a file using a free software called Attribute Changer from http://www.petges.lu/.
