I have had a very good experiente with pdf filler. I added an identification tag to almíscar all pdf files I had to send to the Court.
I was a Little disappointed because there is not a tool to make these files less heavy... but may be you can develop it soon...

I have got to say during this time of a COVID-19 crisis, it's nice to have a service like this where I can just get the pdf's filled out and signed. It all depends on the jurisdiction, or the area where a particular set of building codes apply. Most jurisdictions require a permit to be pulled for most electrical work. If you're caught, the person doing the work will face heavy fines and suspension of their license, if they have one.

Can I sign off electrical work without being registered?
The simple answer is, You CAN'T. It is illegal for any person to sign off work and say he had done the work when he clearly did not. If that person is a fully fledged registered and accredited Electrician or Gas Engineer, and he lies about the installation he can pretty much kiss his career goodbye.
Can someone else sign off my electrical work?
Legally the only person who can sign the certificate is the person who did the job in the first place and its illegal for someone else to sign off another persons work.
