I would recommend, with caveats about the cost based on how much it would be used. Many government forms and other PDFs are already fillable, so PDFfiller isn't needed that often for the average person. However, it was very nice to use.

I needed to print out the forms for a passport. PDFiller was where I was sent to do this. Perfect! I am an 83 year old senior and using a filler is not going to be a part of my life. So far so good, I use Adobe Acrobat Pro DC at home and at work, I am still on my first day of my 30 day trial of PDFFILLER but I'm impressed so far. I particularly like the library and search features. More to come as my experience develops.
