Appointment Affidavits (SF-61) This form is used on your first day of work when you take the Oath of Office. This form is NOT to be completed until you are sworn in. after you are sworn in, sign and date the affidavits.
A conversion changes an employee from one appointment to another appointment (under either the same or a different authority) in the same agency with no break in service or with a break of 3 days or less.
Excepted service positions are any federal or civil service positions which are not in the competitive service or the Senior Executive service. Excepted service agencies set their own qualification requirements and are not subject to the appointment, pay, and classification rules in title 5, United States Code.
The time-in-grade restriction does not apply to excepted service GS employees, although individual agencies can, at its discretion, require time in grade for their excepted service employees. This can be done through a competitive examination or under an agency's internal merit promotion procedures, as applicable.
Simply put, the competitive service has to follow the U.S. Office of Personnel Management's hiring rules, pay scales, and so on. Agencies or positions in the excepted service don't. If you have a job in the excepted service, on the other hand, you may not have the same mobility.
