In NFPA 101, it is just mentioned that the separated occupancy is a multiple occupancy where the occupies are separated by fire resistance rated assemblies. However, it does not state that the means of egress is to have an independent means of egress without mixing with other occupancy.
Exceptions exist when one or more of the occupies can be considered an accessory occupancy in accordance with IBC Section 508.2. Non-separated occupies, as defined in IBC Section 508.3, require no separation between different occupies in the form of rated assemblies (walls, floors).
Accessory occupies are those occupies that are ancillary to the main occupancy of the building or portion thereof. Accessory occupies shall comply with the provisions of Sections 508.2.
There are no occupancy separations throughout the building. Under the 1991 UBC the lobby was classified as an A3, but based on square footage the occupancy load would be more like 1600 people. A few times a year the lobby is used for public informational events, where hundreds of people gather.
1 states that A building or tenant space used for assembly purposes by less than 50 persons shall be considered a Group B occupancy. My vote is for B. The Commentary to the 2003 IBC says that A-3s include health clubs (fitness centers).
The separated occupancy provisions require physical separation by fire barrier walls and/or horizontal assemblies with a fire-resistance rating between occupies. When applying code provisions to a fire area that utilizes the separated occupies approach, each fire area is considered separately.
67. The fire separation distance is defined in Section 202 as the distance measured from the building face to the closest interior lot line, to the centerline of a street, alley or public way, or to an assumed imaginary line between two buildings on the same lot.
The IBC dropped the requirement for rated tenant separation walls (except for malls and residential) in any type construction. You don't need to rate the demising walls in a I-A building. Sounds like you are looking for the Fire Partition requirements, described in IBC Section 708.1.
