I was sort of afraid to install and pay for this online. There is so much identity theft out there.. I was just a victim of fraud on my bank account. But this seem pretty secure and was easy to get going.

Temporary License Plates and Electronic Report of Sale. Vehicles sold by California licensed dealers and lessor-retailers after January 1, 2019, will be required to display temporary paper license plates or permanent license plates issued by the California Department of Motor Vehicles.
The exception is moving vehicles or test-driving them in the motor-trade when special trade-plates can be used to move unregistered / insured cars around. If you recently bought a new or pre-owned vehicle, congratulations! However, if you haven't registered your vehicle, you won't be able to legally drive it.
For $15 you can get new plates with a temporary sticker or just the T sticker for 10 days of use. You can do this twice a year maximum.
A temporary tag allows you to immediately drive a new or used car purchased from a dealer. The license plates, usually made of cardboard, are good for 30 days in every state of the United States. The aim of temporary tags is to allow you and the dealer time to transfer the registration.
If a license plate is not available at the time of purchase, the dealership should give you a temporary plate that is good for 30 days. Remember, you should never drive home without one of these options on your vehicle! They will be sent to the address where you registered your vehicle.
Unregistered Vehicle Permit (UP) An Unregistered Vehicle Permit (UP) allows you to drive or ride an unregistered vehicle on the road network for a specific journey. Permits are valid for up to 28 days, and allow for a: Single journey from A to B.
