If you want to switch to another cell phone carrier but still owe a balance on your device, your carrier will usually bill you for the remaining amount, which can get expensive if you still have a lot of payments to make. You'll also need to pay any early termination fees that your carrier charges.
As long as you don't stop making payments, the buyer will be able to use the phone. If you sell it and either don't pay it off or don't pay the ETF, the next owner will have to pay it off, or they won't be able to use the phone on T-Mobile (it will be blacklisted).

If you don't pay your mobile phone contract, your account will go into arrears. If you don't take steps to deal with the debt, your account will default and the contract will be cancelled. The mobile provider can then take action to recover the outstanding bill, following the normal debt collection process.
AT&T, Verizon and Sprint all require a working number as a part of their switch process to ensure you get your early termination fees paid for. In fact, even if you owe your old carrier money, you can still switch your number. Check out our guide on bringing your phone to a new carrier.
