To resize a layer or a selected object within a layer, select “Transform” from the Edit menu and click “Scale.” Eight square anchor points appear around the object. Drag any of these anchor points to resize the object. If you want to constrain the proportions, hold down the “Shift” key while dragging.
Make sure you are on the right layer and press CTRL + t to bring out transformation controls and resize. If you want to resize the contents of a smart object then you need to double-click on the smart object thumbnail in the layers panel and it's going to open it in separate tab in photoshop.
Select what you want to transform. Choose Edit > Transform > Scale, Rotate, Skew, Distort, Perspective, or Warp. (Optional) In the options bar, click a square on the reference point locator. Do one or more of the following:
Make sure resample is turned on. Turn on the chain link if you want the width and height to change together. If not, turn off the chain so that you can set your own width and height. Choose your new size (you can choose to choose different measurement units by clicking on inches) press ok.
To scale from the center, choose Object > Transform > Scale or double-click the Scale tool. To scale relative to a different reference point, select the Scale tool and Alt click (Windows) or Option click (macOS) where you want the reference point to be in the document window.
