What is a billing agreement?
A Billing Agreement allows a seller to charge your PayPal account when you purchase goods from them or use their service. An example of this would be an agreement to pay eBay seller fees for listing items on eBay. Billing Agreements are different from subscriptions.

Sign in to your PayPal account.
Click Profile.
Click My Money.
Under "My Pre-Approved Payments," click Update.
Select a merchant's name to see the associated PayPal Billing Agreement Number.
How do I cancel PayPal authorization?
Click the word Cancel under the preapproved payment. A prompt will appear that asks you to confirm the payment cancellation. Click Cancel payment to complete the process and cancel the PayPal transaction.
