It's cheaper than Adobe. It gets the job done and has many options for filling out PDFs. I use it mostly for the Army National Guard and now as a substitute teacher.

How do you layout a footnote?
Footnotes are placed at the bottom of the page on which the reference appears. End notes are similar to footnotes but instead of being added to the bottom of each page they are grouped together at the end of the document. We use the term Notes to refer to a footnote or an end note.
