FIND A STORY TO ADAPT. Read lots of short stories. GET PERMISSION FROM THE AUTHOR. You must always have the author's permission to adapt their story. DON'T GET TOO ATTACHED TO THE STORY. BUT RESPECT IT! THINK FOR SCREEN. Audiences will not be reading text as the film goes. BROADEN THE STORY.
Why do you want this? First we have to come to terms with the reality of making a movie. Ask your agent. If you are a working writer and already have a literacy agent then they might have contacts to move this process along faster. Find a producer. Write the screenplay. Pitch your screenplay. Go Independent.
You can write a spec screenplay based on any material you want, and you don't have to get any sort of permission from anyone. But if your script is based on a copyrighted piece of material someone, either yourself or the producer, will need to acquire the film rights before the movie can be distributed and sold.
It's common for low budget films to pay around $60,000, and high budget films to pay well over $100,000. Comic book scriptwriters can make an average of $$100300 per page, and scriptwriters who specialize in writing for video games can make about $20,000. Those with years in the industry can make much more.
