In addition, teleworking has attracted significant attention in both the scientific and business communities in recent years as an efficient and effective method of managing work-life balance for all employees who are not physically present and dependent on others for their livelihood. Given the increasing interest in teleworking and the growing presence of telecommunications-based technology (3), the U.S. Department of Health and Human Services (HHS) and the Census Bureau conducted a large-scale survey of all 50 state and territorial agencies in April 2009. For additional information about the survey, including sample designs, sample methods, data sources, and detailed information about the survey questions see the Technical Appendix. The sample for this issue brief consisted of 1,002 randomly-selected state and territorial agencies in FY 2009, to provide a representative sample of state and territorial agencies in the United States for purposes of this issue brief. This issue brief focuses on data for the 50 states and the District of Columbia. The final data from this issue brief are based on samples drawn from the state and territorial surveys conducted across 5 time periods (FY 2007-FY 2009, FY 2008-FY 2009, FY 2009-FY 2010, FY 2010-FY 2011, and FY 2011-FY 2012) from a total of 1,502 state and territorial agencies in the United States. Approximately 1,000 of these agencies were selected. In addition, 1,000 randomly selected U.S. Census Bureau samples of private employers were drawn. This means that for the sample, there are 2.0 potential respondents in each household, per census. Because private employer samples are drawn from a larger population of firms, this means that the sampling rate is lower. Sample design, data management, quality assurance and evaluation, and analytic methods, including sampling and weighting and analysis, are described in the Technical Appendix. This report summarizes results of the initial round of the survey that assessed the practices and procedures of state and local survey agencies. Data for this issue brief are reported for the 2 most recent years reported. For these 2 years, the Bureau of Labor Statistics and HHS developed a new set of metrics (Table 3) that provide a more consistent set of key indicators for these states and that more accurately measure the impact of these practices and procedures, including direct costs and time savings.
