The objectives of the Ops are to promote victory over an aggressor's hostile forces; to protect friendly American forces by denying enemy commanders and their subordinates safe and favorable terrain; to protect United States and friendly forces from attack, damage, or capture in their assigned areas; to assist coalition forces when required; and to assist civilian populations in avoiding or minimizing casualties when conducting military actions. (Note: Information included in this category may refer to intelligence activities within the Department of Defense or to any other public or private sector organization, organization under contract with the Department of Defense whose activities are directed to influencing, disrupting, or destroying enemy forces. This document does not define what constitutes a “counterforce” operation. Such operations are identified as counterforce in the report.) Civilian Information Operations (C Ops) are efforts conducted by civilian organizations to provide information, intelligence, or other support to military operations. Civilian Information Operations (C Ops) will be described in detail in subsequent reports.) Civilian Information Operations Activities/Programs (C Ions) include both national and international efforts conducted by civilian organizations on behalf of military operations. The information collected in this collection will cover an array of activities and programs used by civilian organizations to help facilitate military operations, protect civilians affected by operations, and minimize civilian casualty events (including those of hostile forces). The civilian organizations covered by this document include; United States federal agencies; the Department of Defense (DOD); the Department of State; the Department of the Interior; the Department of Energy; the Department of Transportation; and other agencies that are authorized or funded by the State, Local, and tribal governments. The Department of Defense and DOD's Office of Civilian Military Affairs are not included within these organizations' activities or programs. The civilian organizations covered are organized by the geographic location of such organizations.
