I understand that the investigation was begun as a means of furthering my wife's memory and preventing further injuries to her remains. 1.5 Due to the manner in which this suit has been brought forth, I am afraid that I cannot be certain who is being prosecuted for this action or why it is being brought forth. 1.6 I understand that I am in a position that I may be asked to prove my poverty at the earliest possible moment, and I therefore ask that you direct me to bring the fees, the costs and the amount of security or indemnification agreed upon and paid to the State of Arkansas as a form of judgment against the State. 1.7 I request that your Honors, by the authority vested in you by the Constitution of the United States, the Laws of this state or any Act or ordinance of any political subdivision in this state, may set before the parties in the above case the amount of money to be paid as security for the costs associated with this action, in the amount of 14,000 paid by this petitioner and 4,000 paid by the State of Oklahoma.
