Sec. 8-2-2. The Recycle Department is authorized, during the fiscal years 2009 through 2012, to issue annual grants of up to 150,000 in amounts up to 75,000, for the purpose of providing an ongoing program of enforcement in the City for violations of the solid waste laws relating to hazardous materials and waste tires, and related ordinances and regulations. The grants shall be made without regard to fiscal year; however annual payments not to exceed 50% of program costs, costs of administration, and the grantees interest on the grants shall accrue during each fiscal year.
