II. Objectives The objectives of this Workplace Information Exchange (WIX) under the Fair Labor Standards Act (FLEA) are to: Increase awareness of wage information among wage earners at all levels of a wage distribution and between wage earners and nonage earners. Encourage wage earners to participate more fully in their pay and benefit information. Promote information exchange between wage earners and wage administration entities and between wage-earning wage reporting agencies. Provide for access to record information by wage earners (including those not subject to wage collection) without a wage reporting program or without wage and benefit accounts with any applicable wage reporting program, for the purposes of wage computation, and for the convenience and benefit of the wage earners. Provide for the effective dissemination of wage information and for the use of wage information by wage earners and employers. To accomplish the foregoing objectives, this Workplace Information Exchange (WIX) is designed to provide access to wages and benefits records in an accessible form through a system of electronically shared computer disks. III. Definitions The following terms shall have the meanings indicated: Computer disk means a data storage device, such as a magnetic tape, hard disk, or a portable computer, that supports a programming language application. Computer program means any information contained on a computer disk or similar data storage device, other than a printed form as required by a federal or state statute or regulation, that is used to perform a mathematical, logical, or operating process. Data interchange means exchanging the information described in this Agreement or related information through WIX. File means a recorded recording of information containing information to be exchanged on a computer disks or records. This Agreement and related information exchange records are considered “file information” that is stored in a file on a computer disk in accordance with the terms of this Agreement. Form is the written record of information concerning a wage reporting program or any other related information exchange between a wage-earning wage reporting agency and a wage and benefit accounting unit. General Agreement means all documents, statements and other material in this Agreement, in whatever form, and including but not limited to, any proposed amendments to this Agreement, any notice provided during the WIX process, and any additional notices required by law or by the Department of Labor, Employment and Training Administration. Information Exchange and record sharing program means a voluntary agreement made between an employer and wage earners by which a wage-earning wage reporting agency exchanges information and records concerning wages and benefits payable to its wage earners.
