UNCLASSIFIED RELEASE IN PART BIOINT/SI B1 1.2 (R) ISI (A) BIOINT/SI//B1 1.2 (R) 2. © Summary of Release : On June 29, 1985, during a routine exercise at Naval Site, Kirtland Air Force Base, New Mexico, five sailors were killed when one of their helicopters crashed. The crash occurred during a low-level attack from enemy ground forces by two helicopter squadrons, the U.S. Navy Fighter Command (CVI), with the United States Air Force (USAF), the United States Naval Strike & Reconnaissance Command (VXW-1), and the Army Air Force (Air). Two of the helicopter squadrons engaged the approaching enemy ground forces simultaneously and succeeded in wiping them out, but the other two helicopters struck a hillside. The aircraft continued to descend until it struck the ground a second time. The three crewmen aboard the last aircraft were severely burned, fatally injured, and ejected. The U.S. military investigation had concluded that the fatal helicopter crash was caused by pilot error which was caused by pilot fatigue. The VXW-1 investigation had reached a similar conclusion. It was suggested that the attack in the exercise occurred because of a failure of communication by the aircrew of the U.S. Navy Fighter Command (CVI), with the support of the FAA in the VXW-1 exercises. The FAA's military liaison office and the Joint Staff had expressed concerns about the aircrew's lack of proper communication and had contacted the FAA's air traffic control facilities, the Joint Intelligence Operations Center, and the CVI to ask if further planning and testing of procedures to detect and prevent low-, intermediate- and high-level threats were needed.
