The application and any supporting materials concerning the application and the permit application are available in the Office of Fossil Energy's Electronic Documents Section. The permit is subject to the conditions in the NGA applicable to its approval or denial. The permit will also require PSE to submit its operations plan and other operations' data, the status of operations and construction, and will prescribe certain other matters. PSE is expected to receive the permit by the end of June 2001. As such, DOE has in its capacity to issue permits to Canada and to permit its export of such natural gas. II. SUMMARY OF THE INVENTION PSE claims the benefit of an exclusive, worldwide patent to the present invention. In order to be eligible for this exclusive, worldwide U.S. patent, PSE must file a full-scale detailed application of the present invention at a time prior to application approval. The detailed application must be filed and licensed in the United States and must be licensed in a country where PSE has an adequate facility for the execution of its proposed operations. The detailed application must include a comprehensive description of the system to be operated in the United States and, in particular, must describe and identify PSE's proposed systems for the production of, or importation of, natural gas from Canada. However, the detailed application may also include additional details or additional data to the extent necessary to make full disclosure of the detailed application. The description must include a statement of the nature and use of any process, device, equipment or material or combination thereof which are needed in order to obtain and utilize natural gas, and any related processes, devices, equipment or materials. A description of the nature and use of any associated natural gas production facilities is not necessary. The detailed application also includes any other statements required for the application which are not specifically stated in this specification and are therefore extraneous to the patent application. The detailed application should be submitted with a complete set of all documents to be submitted in support of application approval; provided that, if an applicant wishes to include a written statement with the detailed application, it must be substantially the same statement used in the initial application, which is to be considered incomplete as of the filing date, and be filed as an exhibit.
