NOTICE AS FOLLOWS: This rule making action establishes the new aviation parts 67 and 68, Part 61 Maintenance and Repair of Airplanes of the Aircraft Owners and Pilots Association of America (APA) and the American Federation of Government Employees (AGE), as amended by the Labor-Management Reporting and Disclosure Act of 1959. This is a part 86 rule making that is under review and is subject to the following action: • Notice of Availability and Availability Date. • Notice of Proposed Rule making. • Notice of Filer Comment Period. • Notice of Availability and Availability for Public Comment. • Rule making Action. • Publication of Proposed Final Regulations. The FAA issues such rules as part 86 rule makings to clarify existing requirements on certain matters of aviation safety and security. The proposed rule making is intended to add, or modify existing requirements with regard to FAA's Part 61 and Part 62 and FAA's Part 73 regulations. The proposed FAA rule making was established under Public Law 100-490, Air Carrier and general aviation maintenance and repair. Such rule makings are authorized in accordance with 10 U.S.C. § 1144(a) to issue by rule makings that are subject to the Administrative Procedures Act, 5 U.S.C. 551(b). By:/s/ George L.
