In the last 20 years, the fire service has changed greatly as it has shifted from a “firehouse” organization to a “fire protection system” organization. It is a huge undertaking to move from one agency to another and to shift the entire service to a “system” type of model. The fire service has been making significant strides towards a “fire protection system” based on Fire Systems Engineering (FSE) for many years. However, this is all contingent on the fire service being a Fire Chief and that the fire force that is being created will have a high level fire management staff. The result of this paradigm shift has been, that the fire service is now making many of the same mistakes. While these changes have not been uniform throughout the service throughout all localities, they are occurring as a result of the “refreshed” management model and the lack of real fire engineering training. In the past, the fire service has been a leader in the application of NFPA 14 and NFPA 16, the fire service has also been the leading practitioner of NFPA 102 as an “industry standard”; however most training has occurred in the 50s and 60s and the most basic “new employee” training was very cursory. Since the rise of the U.S. fire service in the 60s and 70s, the training to become a fire chief has only increased. This is all consistent with the fire station, the fire station has remained static. The shift from the fire station “to the fire house” is a major shift in philosophy. This has had a dramatic effect on any type, kind, and degree of fire fighting, suppression, search, and rescue, as well as the fire building and management, and the department's attitude in the “new world.” For the fire service to become an “industry standard” means that every fire station will follow the NFPA “Industry Standard”, which in reality will be NFPA 150.
