INTRODUCTION An outdoor warning siren (OSI) consists of two components. The system comprises a device which activates the audible warning device and a receiver unit which activates the audible warning device. These two components are physically interconnected by a wire harness which connects the two in a circuit. To activate an outdoor warning siren, a public address announcer (PA) begins an announcement describing the nature of the warning. This announcement is transmitted over a common carrier (CC) such as AM, FM, or other common radio frequency. The outdoor warning siren system can be activated by either an individual occupant, a group of individuals, or some combination thereof such as a crowd, a group of groups or a group of individuals. It seems that many communities across the country have used the outdoor warning siren as a tool to provide appropriate warnings to a wide variety of public entities including those involved in local, regional, state and national safety programs. In recent years, these warnings have been most effective when the audience is composed of many people and the information provided is simple and timely. When one considers that thousands of citizens and their pets are inadvertently injured or killed by the warning siren, one quickly wonders if appropriate warnings exist for these individuals or if the need is being met through a lack of awareness on the part of the public. What is the need for the warning siren? What is its effect? Why is the outdoor warning siren effective? These are questions that will be addressed during the course of this report. The purpose of this report is to examine the effectiveness of the outdoor warning siren in determining whether the outdoor warning system is actually providing appropriate warnings to large groups of people and to provide a description of the components and procedures involved in its activation. THE TEST An outdoor warning siren is to be tested under conditions which simulate the outdoor warnings issued by fire departments and police departments. It is also assumed that the outdoor warning siren is activated by a public address announcer over the public frequency of the radio. As the outdoor warning siren is activated, and following the announcement, the PA announces the nature of the warning that is being issued. It is assumed that there is no intervening period of silence nor are there any other emergency services involved. This is important because, in many areas, the emergency services are not immediately notified. As you will see, this can be true even though they are known to be within earshot of the outdoor warning siren.
