These programs include Medicaid, Medicare, the Family and Medical Leave Act of 1993, Family and Medical Leave Insurance Benefit (FM LIA), and food stamps and other welfare programs designed to assist low-income persons in gaining or maintaining employment and/or obtaining a higher quality of life. For many years, HERS has issued separate reports on these programs. GAO is currently creating an ongoing work order to consolidate these reports so that the final products can be issued as a single report. As a general matter, all the HERS reports, and other similar reports on government activities, are available on the GAO Website, on which links will be provided at the end of each report for further details. GAO believes the consolidation of the two reports will increase the usefulness of these reports for both industry and other interested persons. It is also hoped that information in these reports will be more readily available because of the consolidation. Since 1990 the Government's HERS activities have been subject to an interagency policy known as ``Quality Management,'' which has required that the GAO report on the quality of Government programs as part of the government's reporting requirements with the OMB and the Federal Procurement Policy Commission. In this policy, the Government was required to evaluate how it meets the goals of such programs. In general, HERS reviews have been conducted on a periodic basis. However, in recent times a more intensive interest has been shown in developing research into the effects of government operations. In addition, in recent years, the Secretary of Defense has taken a leadership role in strengthening Government programs. Consequently, HERS activities have been conducted with increased emphasis on military-related operations, such as training and equipment procurement for the military services and the support of military personnel. (See the Appendix on Page 4 for more details about HERS.) The consolidation of these reports will result in a unified reporting structure that may facilitate more rapid and consistent evaluation and reporting. The GAO has included in this report the following topics, as discussed in more detail in the other reports at the end of the document.
