George Ryan and his top advisers John J. Farmer and David R. Wicker each were indicted today on a number of alleged federal corruption and bribery charges. The indictments, filed in the Southern District of Illinois, charge the three politicians with a wide range of alleged crimes. The indictment includes a single count of conspiracy to defraud the United States. “Governor Ryan and his chief advisers acted with an obvious disregard for the public trust and for the public safety of the citizens of Illinois and the United States of America,” U.S. Attorney Patrick J. The alleged crimes occurred between January 1997 and June 2002. Farmer is charged with conspiring to distribute 1.1 million in contributions to SOS Illinois, and Wicker is charged with committing wire fraud in connection with the SOS Illinois Political Action Committee. The indictment notes that Wicker and a former SOS Illinois volunteer received a 500,000 kick-back from SOS Illinois. According to court documents and statements made by officials working with the SOS Illinois Political Action Committee and the U.S. Department of Justice, one of the alleged conspirators, David Wicker, “engaged in inappropriate conduct” while serving as Chief Program Officer at a hospital in Chicago and at the SOS Illinois Political Action Committee. According to court documents and statements, Wicker admitted that he “initiated a fraudulent campaign” in an effort to obtain contracts for the hospital, in order to advance his political aspirations and in addition to furthering his career. The alleged actions, which were undertaken over several weeks in September and October 2000 were in concert with, and in support of, the other conspirators. Wicker also was charged with perjury for denying to the public and to the SOS Illinois Political Action Committee that he had taken any part in the unauthorized campaign. The indictments also charge Farmer and Wicker with conspiracy to violate the Immigration and Nationality Act by misrepresenting to the SOS Illinois Political Action Committee that “they were not United States citizens.
