Information collected through the Resource Guide, and by the DOJ during 2010, will serve as a comprehensive resource for community and private nongovernmental organizations to help promote the development of a state-specific NCR Action Plan (the “NCR Action Plan”) and an Action- plan for victims in states without a state-specific NCR Action Plan. The DOJ intends to fund the Resource Guide for 4,500.00 which funds the cost for a full-page NCR action guide that will be located within NCR Resource Guide and is intended to serve as a “go to” reference for the public, community and businesses during NCR 2009. Please find attached a description and background of how this resource will work. The Resource Guide is divided into 3 parts (Part 2: NCR Action Plan | Part 3: Action Plan for Victims). The NCR Action Plan is the central and most important document in the resource guide that includes information and resources regarding NCR, victim services, public, business, civil, and criminal laws. The Action Plan for Victims includes resources and information for victims in each state of the U.S. In addition to these state specific resources, the Resource Guide will include a resource for State Victim Services. Please see the attached cover page for the NCR Resource Guide: The NCR Resource Guide is distributed as a “guide kit”. The guide kit includes (in this order) a complete set of maps, charts, photographs, and a 24-page NCR Action Plan that will be distributed as a brochure for the public, private, and community groups and organizations to disseminate to victims who have been or are at risk of being victimized. The materials from the guide kit can be easily downloaded and used directly within the Internet. The guide kit materials also serve as the first line of support in case the information from the NCR Resources is not enough. At times, however, information might need to be provided on multiple other agencies' websites. The guide kit also provides a sample press release that may be included in the public service announcements and other releases to ensure that the information reaching the public and businesses is not duplicative or in any way outdated. As a result, the guide kit and its sample press release serve as a means to assist states in updating NCR resource and outreach materials.
