A “Class II or Class III carrier” is a carrier who was eligible for FEB coverage but who chose not to participate. Class II and III carriers are also referred to as active-retired letter carriers. Class I carriers — “Class I” because they are not active and retired mail handlers, such as rural, mail sorting, or other carrier types that are considered part of Class I.
