Eligible Carrier(s) The FEB Program may be applicable to: Class I carriers — “Class I” because they are active and retired carriers, such as rural, mail-sorting, or other carrier types that are considered part of Class I. Also see “Active/Retired Rural Letter Carriers.” Class II and III carriers — Class II and III class carriers eligible for participation in the Rural Carrier Benefits Plan. A “Class II or Class III carrier” is a carrier who was eligible for FEB coverage but who chose not to participate. Class II and III carriers are also referred to as active-retired letter carriers. Class I carriers — “Class I” because they are not active and retired mail handlers, such as rural, mail sorting, or other carrier types that are considered part of Class I. Also see “Active/Retired Rural Letter Carriers.” Program participants must use the Rural Carrier Handbook for the most up-to-date eligibility requirements and procedures. Non-participants who are not eligible for membership in the Rural Carrier Benefits Plan but still meet certain requirements must submit the following: A completed Application for Membership in the Rural Carrier Benefits Program (PDF, 1 MB) (see page 13 of the Application for Membership) (PDF, 1 MB) (see page 13 of the Application for Membership) A complete FEHB-certified copy of carrier-provided proof of certification (Letter of Reference) (see page 14 of the FEHB-certified copy) (see page 14 of the FEHB-certified copy) Any other evidence or documentation of eligibility with proof of the eligibility in order to be eligible for participation in the FEB Program. Fee-for-Service (FFS) Program (see page 8) (see page 8) Eligibility Applicants must also be members of the National Rural Letter Carriers Association (NRL) to be eligible if the carrier has elected the FEB benefits program. NRL membership is required to receive mail service.
