August 2005. A Summary of SHG Research Tasks Presented. August 2005. 1. This report describes the activities that are being performed in the U.S. by the Office of Personnel Management and the U.S. Postal Service at the time of the filing of the class action lawsuit. 2. The final report presents the final findings of the SHG research task teams, which reviewed all relevant research on work and productivity in this important area. 3. The paper was based upon the original SHG report of June 18, 2005. 4. The findings of the team did not find any specific problems with the Postal Service. However, they identified a need for further research to understand the potential impact of non-work requirements on Postal Service employees, particularly in areas of non-work activity: work-related activities related to employment decisions, personal productivity, social interactions, and the cost-of-living. As a result of this report, the Postal Service and its Board of Commissioners of the Federal Reserve are implementing a new policy of allowing non-work positions under current terms (see Postal Service Order Number 3450.1, April 2, 2006). The Federal Reserve Bank of New York is publishing a paper on the topic of non-work/reemployment benefits this fall, to be released at a future date. The final report is included in the November 2006 issue of Management Science (CALL, the official journal of the Society for Human Resource Management). 3. THE FINAL REPORT OF THE SHG RESEARCH TASK TEAM ON WORK AND PROBLEM COMPARISON. The SHG team conducted an in-depth, multidisciplinary review of the literature in the areas of productivity and safety in the U.S. and internationally and in Canada. Over a period of over one year (October 2000 to Aug. 2005), we conducted an original, comprehensive, and objective search. Our team assembled and reviewed relevant studies pertaining to the health and safety of employees, to productivity, and to the costs of work-related injury and premature death. Based upon these initial analyses, the team conducted in-depth review and analysis of over 400 data points and conducted detailed interviews of both scientific research and industry executives in order to understand and synthesize the relevant literature. When necessary, we were assisted by industry experts throughout the process. The final report summarizes the current state of knowledge on the effects of the different non-work-related terms and conditions on employees, from both an occupational and a policy perspective.
