Corps of Engineers Water Works Program in the First World War: A Preliminary Report by Richard F. Sister and John W. McManus, USER The University of Washington, D.C. 23105 Report 9 of a Series Approved For Public Release; Distribution Unlimited The Office of the Chief of Engineers (ONE) has made its final evaluation of the program proposed for Army Corps of Engineers water projects in the first World War. The program's objectives are to develop the Army's knowledge and abilities to design water-supply facilities that will meet the needs of the military forces of the future. As an initial step, the ONE has prepared this report which discusses the history of the Corps' work in the first World War. The Corps water projects in the first World War were the subject of two comprehensive reports, in which it described the problems of providing supplies to the armed forces in the event of war and the Corps' experience in meeting those requirements. These reports were prepared by ONE in October 1946 and May 1948 as part of the Army's efforts to determine the best approach for implementing its wartime water supply program. Each of these reports, in addition to describing the Corps' experience with water supply at wartime, summarized the experience of the Corps as it has since applied those lessons to the design and construction. The Corps' experience was in two theaters: those of the North African theater and those of the Western European theater. The North Africa experience has been considered in depth in two earlier reports. Water supply problems faced by the Army forces on U.S. territory in North Africa have been presented at some length in the reports of the Army's Operations and Maintenance Division and the Office of the Chief Quartermaster General. They will be presented more fully in separate chapters presented in this report. The water program in the Western European theater has been examined in the reports of the Chief of Engineer's Office and Office of the Quartermaster General. Water facilities were designed and built in the areas under Corps control for the Army service and for civilian uses. The Corps worked with civilian contractors and private firms for the construction of water facilities. Water supplies for the Army were provided from sources outside the Corps' control (i.e., irrigation, storm water disposal, urban and domestic water supply improvements, etc.) where adequate water supplies were available.
