The need in the future to ensure a greater level of communication between the Coast Guard and all units of the federal government. All active-duty and retired members should receive information and a link to Coast Guard resources on the same or an equivalent level with that available to active- or retired members of the Federal Government. 4. The need to be assured of a prompt opportunity to speak to senior management in the Coast Guard and the importance of all Retirees participating in Coast Guard activities. This includes Coast Guard Reserve Command and their members to make informed and well-informed decisions about issues affecting the Coast Guard. 5. The need for all Retirees to know how we conduct business on the outside. For example, if an active-duty Coast Guard member is concerned about a Coast Guard program, they need to know what the Coast Guard is doing and are able to make informed decisions about participation. 6. Increasing the involvement of all members with all aspects of Coast Guard decision-making and action, including communications, leadership, training, training policy, and Coast Guard personnel activities. 7. The need for Coast Guard Training Systems to ensure the continuous improvement of the capability to conduct training in a timely and cost-efficient manner. 8. Increasing leadership and management education for all members. 9. The need to ensure the prompt distribution of the Annual Performance Report (APR) in a manner that is effective in achieving the goals set forth in the Coast Guard's annual performance plan. 10. The need for the Retired Members of the Coast Guard to be better aware of their rights and responsibilities, the various resources available to them and how to best utilize them, and the need to have their personal information properly used. The members of the Retiree Council are also responsible for advising and facilitating communications between Coast Guard leadership and any retired members who come into contact with officers or employees of the Coast Guard. This will include advising the members of the Retiree Council on important Coast Guard operational events and services.
