I ELIGIBILITY CERTIFICATION The purpose of this chapter is to provide a process to certify to the State that the schools and educational programs of an elementary or secondary school have been awarded the Green Ribbon by the Kansas Department for Education. The Kansas Green Ribbon Program is part of the State K through 12 Education Program. The Green Ribbon Education Award Program is the only educational program with a national curriculum developed by the National Association of Secondary School Principals (NAS SP). The Green Ribbon award recognizes exemplary schools that have demonstrated high school students' and teachers' dedication, commitment to improvement, and high-quality educational programs. The purpose of the Green Ribbon is to encourage and reward schools, educators and administrative units that have demonstrated high levels of student and teacher interest in, achievement, achievement orientation at all grade levels, and quality academic programs. The Green Ribbon award is based upon an ongoing evaluation of each school and educational program. The purpose of this section is to set forth the certification requirements that a school must meet to qualify for the award. In order to qualify, a school must demonstrate a high level of achievement in an academic field and have high-quality education programs to ensure the achievement of the Green Ribbon and/or a higher level of achievement than the school's competitors. This section requires a school to be evaluated by the State by a panel of independent evaluators which include representatives of State departments and agencies, representatives of the teachers' union, representatives of the community, and a representative from each community high school. The panel also may include representatives of the community, public schools, and private schools. Each evaluation must have a minimum of 15 members and a maximum of 33 members selected by the State Board of Education (BE) from individuals whose background and experience are as diverse as those of the Kansas population. School districts, superintendents and local school entities may appoint or designate an individual to act on their behalf. The panel must meet at least four times in a single year. Evaluation reports must be completed by September 30, 2012. They must include results from the following evaluation categories: 1. Academic performance measures, including assessments (regular and/or special), standardized tests, the ACT or SAT, or other assessment; 2. Teacher effectiveness measures, including teaching effectiveness, student evaluation, student retention, and student outcomes such as graduation and college attendance; 3. Program effectiveness measures, including professional development, quality improvement, student growth, the effectiveness of school culture, and student achievement; and. 4.
