Grants should reflect evidence-based activities that are either required by law (e.g., health systems, local and state agencies) or that provide direct or indirect support or are directly in support of evidence-based practices and processes (e.g., research and development, training and capacity building). The Department will not support programs that involve the duplication of funding for programs, activities, facilities, or services where the proposed application may not meet the requirements for evidence based practice. 2. In addition, the Department supports program enhancements that are aligned by a direct or indirect relationship with the provision of evidence-based services provided by the service recipient (e.g., evidence-based training or research services). 3. To the extent possible, grantees must demonstrate that the application addresses the unique aspects of disability related to neurological disorders. 4. For applications proposing grants to States, the Department also encourages grants to address unique needs in the State. For grants to local and tribal agencies, the Department encourages proposals that would contribute to the development of a collaborative partnership between the local and tribal agency, disability education and related services delivery entity, or other service provider, and the disability education and related services delivery unit or service provider of the requesting agency for the delivery of disability related services within the jurisdiction of the agency. The Department will not fund a program if the proposed State, local, or tribal activity, project, or activity will result in a duplication of Federal program expenditures. 5. The Department will not fund a program that will result in a duplication of Federal program expenditures if such duplication would be prohibited under existing law as a result of the application. 6. To the extent possible, grantees must demonstrate that the proposed activity is the result of research carried out on behalf of the applicant in its own department or by an applicant partner from a grantee that the Department does not support with Federal funds. To the extent the Federal funding for the research does not come from the disability applicant, the grantee must demonstrate that the amount of Federal funding is not likely to result in a duplication of Federal program expenditures. 7. The Department will not fund a national demonstration project that would duplicate or compete with existing disability services. 8. For applications proposing an activity to strengthen the ability to provide and manage services to individuals with disabilities, the activity must be evidence-based.
