It's a hot, summery, sun-splashed day for the University of Nevada, Las Vegas's Political Science department. “It's a little less than what you find in most doctoral programs out there,” said political scientist Richard Winger, “but then again, the money to be able to go and get a Ph.D. and get into the university program that you work on for 10 years is a lot less.
