The State of Maryland has been monitoring the CLR since 1990 and is the only state in the United States that performs blood lead testing for children younger than 18 years of age. Since June 2002, the Child Study Lead Registry, administered by the Federal Government's National Institute of Environmental Health Sciences (NI EHS), is mandated to conduct all blood lead tests for children younger than age 18 years of age throughout the United States at public facilities. All blood lead tests for children younger than 18 years (including Maryland's CLR) are now conducted in accordance with the recommendations of NI EHS. The Department of the Environment conducts and receives the blood lead test results in Maryland every 6 months. The report summarizes results of these blood lead tests for Maryland children from the last review that was completed on June 8, 2003. In addition, the report includes summaries of the results of previous reports from May 1995 to present. A summary of the current results in Maryland is also included in the section “Additional Results” in the main report. Key Findings The State of Maryland has recorded a 6.3% annualized total of lead-poisoned children, of which, about 45% were confirmed after an initial lead poisoning analysis of the child's blood; 31% were initially detected in the blood through a blood lead test. The mean total lead level in children tested (median, 3 kg/l) was higher than the national median test results for children (median, 3 kg/l). The median and mean levels in Maryland are both within the range of the range of the test performance data for other states. Lead exposure rates increased from 1991 to 2003. At the same time, the number of lead-poisoned children in Maryland (4,741) was less than any other state as of 2003. Lead poisoning among children from low-SES backgrounds increased from 2% in 1991 to 16% in 2003 in Maryland. The incidence of lead-poisoned children with lead levels higher than 10 kg/DL (equivalent to approximately 5 lead bullets/liter of blood from a 50-year-old man) has remained constant. Data from the National Institute for Occupational Safety and Health (NI EHS) indicate that, on average, approximately 18% of children age 0 to 4 years in the U.S. have blood lead levels of 10 kg/DL or less. The total percent of children with blood lead levels above 10 kg/DL decreased from 9% in 1992 to 5% in 2002.
