The President,
By the authority vested in me as President by the Constitution and statutes of the United States of America, and in order to protect Federal lands, and to foster the economic development of the nation, it is hereby ordered as follows:
Section 1. Policy. The national defense of the United States depends largely upon the development of a reliable, efficient, and cost-efficient energy distribution and transfer infrastructure that can support the nation's energy, agricultural, and manufactured goods, which are critical to the domestic and international economies. The energy infrastructure and transfer infrastructure in the Nation are in need of a significant overhaul, to provide a more efficient and cost-efficient energy distribution system with reduced pollution and emissions. In addition, the development of a new national energy strategy requires effective and efficient actions to make the nation more energy competitive globally and to reduce dependence on foreign sources in order to promote long-term economic competitiveness.
Sec. 2. Strategic Policy Framework and Implementation Plan.
The development and implementation of this Order constitutes a significant national priority. To achieve the policy objectives set forth in this order, the National Power Strategy (NPS) will be the cornerstone of the policy implementation, and the implementation strategy is to be developed by the Secretary of Energy.
