The Executive Order No. 17, dated June 20, 1995, relating to the Department of Safety shall be TRANSFERRED AND TRANSFERRED, through an Executive Order, or otherwise, to the Department of Safety. Any amendment or other changes to the Executive Order of June 20, 1995, concerning the Department of Safety shall be in effect immediately upon the transfer by a written order, or otherwise, to the Department of Safety. A copy of the Executive Order, dated June 20, 1995, relating to the Department of Safety shall be provided to each officer and employee of the Department of Safety immediately upon publication of the Order in the Tennessee Official Register, prior to publication. 2. Any new or existing permit shall be required for any new or existing motor vehicle, including the purchase, lease, and sale of private passenger motor vehicles, motorcycles, and farm tractors, except as otherwise provided in this Executive Order. 3. Any vehicle which does not meet the requirements of the Department of Safety at the time it shall be sold or transferred to the Department of Safety as a motor vehicle shall: a. The owner shall deliver to the Department of Safety, at the address given in the Owner Application in Exhibit I attached hereto, an unexpired duplicate application for any vehicle which is subject to the provisions of this Executive Order, along with such additional information as the Department of Safety may reasonably require; or b. With a copy of the owner's current valid driver's license issued by a competent State authority in this State, the Department of Safety shall execute in duplicate, and shall deliver to the owner of the vehicle at the same address as given in Exhibit I, a valid and unexpired driver's license, which shall be used and processed by the Department of Safety exclusively for the purpose of conducting the registration and inspection of vehicles registered and assigned to the United States. 4. Any vehicle purchased, leased, or transferred to the Department of Safety and assigned a date or dates to be inspected for compliance with this Executive Order and the applicable State inspection law shall, prior to registration and/or the issuance of the manufacturer's certificate of origin, be registered and inspected by the Department of Safety.
