The AVS SMS will consist of an Air Traffic Identification Service (AXIS) and an Aircraft Information Sharing (AIS)
system (collectively, an Air Transportation System). An air traffic control or ATC facility or agency (such as an airway
control center (AWC)) will implement these services within its own facilities to maximize interoperability and
responsiveness with other ATC facilities and agencies while meeting the requirements of AVS to
provide safety-related services.
The purpose of this order is to help ensure interoperability and responsiveness throughout the entire nation.
The requirements covered in this order are included in Section 10.1 of this
Order.
Note:
To reduce the impact of the implementation schedule and the requirements on the overall system, section 11.c. of FAA Order VS 8000.1 is
removed from the document.
11.c. The AIS will provide two types of data to the ATC facility for the purpose of
airworthiness certification: “Airworthiness Information” and ATC clearance information. ATC facility
information will not be provided to the ATC facility; it will only be provided to the ATC
provider under the AVS SMS to provide AVS services within the service's area of responsibility. In cases of
airworthiness certification services, the service will provide airworthiness certification information to the
ATC facility using the following procedures. Airworthiness certification information includes: (1)
primary data sources, such as airworthiness directives, FAA directives, ATC directives and
data sources derived from those; (2) secondary data sources, such as
pilot reports, the Service's airworthiness certification process, and the information from the
Aviation Safety Management System (ASM); (3) airworthiness certification
system (ACS) information, including, but not limited to, all maintenance status report (MSR) entries; (4) system operations, as
described in Sections 4.d. and 4.e.; and (5) ATC facility information, for the purpose of providing clearance
information to the aircraft or flight for which the clearance is requested.
