In addition, the NRC plans to submit a notice in the Federal Register requesting public comment on proposed revisions to a pre-existing information collection that is included in this notice. The NRC would also propose adding its review of this information to the public comment period. DATE: 05/01/1998 TO: The Office of Management and Budget. SUBJECT: NUCLEAR REGULATORY COMPLIANCE INTRODUCTION: The NRC is undertaking the administrative and legislative processes required to enact changes in reactor safety and regulatory requirements on paper (Nucleus). It has taken the view that its regulatory requirements are no longer effectively serving the national safety needs of the United States and are not sufficiently reflective of the nation's nuclear energy and other national security activities, thereby necessitating changes and a review of the regulatory environment. The NRC proposes to amend and revise two major regulatory documents to reflect these changes. The two major documents that are proposed to be amended and revised are the Notice of Proposed Rule making and the Atomic Energy Act Amendments of 1974 that address the licensing and certifying of new reactors. This notice also seeks public comment on potential additional changes to the Atomic Energy Act. This notice also calls for information on what additional information should be collected by the NRC using the information collection procedures. This information collection process, called “Nuke Power Information Collection,” requires the NRC to solicit comments from the public on the potential changes to the regulatory environment for the licensing of new reactors and to the public information requirements. The public comment period for this notice is from 9 a.m. to 5 p.m. on January 26, 1999. The NRC will hold public hearings at which interested persons may participate in an open forum, but not to submit comments. These meetings are open to the public. These meetings will allow the NRC to gather all the information it desires and to discuss the need to amend and revise existing regulatory information. These meetings will not, however, represent a hearing on the draft regulatory documents. The NRC will solicit comments from interested persons on several aspects of the Notice of Proposed Rule making including the requirements of the Paperwork Reduction Act (Pub. L. 94-133, 76 Fed. Reg. 24,919) and the need for the amendments that are proposed by the Notice.
