The procedure shall take into consideration three general factors: (a) geographic and economic realities; (b) the relationship between the population growth and the geographic and economic realities; and (c) the degree of interest that local governments have shown during the period from the most recent census to the most recent count in making local land use or land use plan changes. 1.2 This ordinance shall specify the types and numbers of parcels of property eligible, subject to the requirements of this ordinance, for allocation to municipal governing bodies; to municipal districts; and to any non-motorized property owner or landowner. The types and numbers of parcels of property eligible for allocating growth shall be as specified, subject to the requirements of this ordinance, in each municipal document related to local government allocation or for local government action under this ordinance. 1.3 The procedures of this ordinance shall, at a minimum, include the following: (a) A description of the geographic area affected by the growth; (b) The number and geographic location of municipal governing bodies that are affected by growth; (c) A description of how growth could affect the ability of existing municipal governing bodies and current land uses to meet the existing zoning requirements; (d) A description of any existing zoning, land use or land-use plan changes that could have an impact on growth and how the ordinances of such existing municipalities could be amended to accommodate growth; (e) (i) if applicable, a description of the impact that any new rules, regulations or ordinances adopted by local governing bodies could have on growth; (ii) if not applicable, the requirements established in Section 11.
