Plans submitted and approved for compliance are binding on the owner. (b) The owner or the owner's designated representative shall obtain an official certificate of occupancy within thirty (30) days from the date of filing of the application. If no certificate of occupancy has been obtained within thirty (30) days from the date of filing of the application, then a Notice of Intent to Proceed Without Certificate and Request for Permission To Proceed Within Tenant's Unit shall be filed with the Department. If the owner's address changes, the owner shall file written notification of the change to the Department within thirty (30) days from the date that the change was notified to the Department. An owner whose address is unknown shall file a Notice of Intent of Noncompliance with the Department. If such a Notice of Intent is filed within fifteen (15) days after the date of initial filing of a plan with the Department, an owner may request a hearing with the Department prior to the issuance of any certificate of occupancy. The request for a hearing shall state why there is reason to believe the planned work would be detrimental to the health, safety, welfare, comfort, comfort, security, comfort, or welfare of the owners or tenants of the building or structure. © Plans must be submitted in accordance with the specifications specified in Sections 19-102, 19-103, 19-104, 19a-108 and 19a-109 of the State Building Code. Where it is determined that the plans, specifications or related drawings submitted by the owner do not meet the requirements contained in these Sections or do not meet the requirements of an applicable local ordinance or requirement. Plans, specifications or related drawings shall be submitted to the Director of the Bureau, located at 659 Main Street, Room 658, Hartford, Connecticut 06106 in such a manner that the plans, specifications or related drawings can be reviewed by the Director or design professional as applicable before any further action is taken on the plans, specifications or related drawings. Plans or specifications which do not comply with these Sections shall be deemed deficient and for that reason the owner or design professional shall be subject to a disciplinary complaint under Section 19a of the Hartford Municipal Code for failure to provide the plans or specifications in accordance with these Section and the procedures set forth in this paragraph (c).
