As you know, we are currently in the final stages of implementing an expanded network of health care facilities. In addition to establishing facilities to meet the medical needs of more service members, we are also planning to add more medical support centers to provide greater access to care and better quality care for our troops. As we develop the final health care plans, the Department will also continue to work with the medical community and the broader veterans' community to develop a quality health care system that is focused on providing the best care to our troops. Our goal is to ensure every service member receives the care they need both at home and during deployment. I am pleased to report to you that the Department continues to make progress on its plans for the healthcare system transformation. Our Department has a proud history of innovating and providing quality care in all aspects of healthcare. To build inefficiencies, we need to do as much as possible in the healthcare enterprise to control the costs and maximize the value provided by our health care system. In order to provide our troops with the very best health care possible, we must also make certain that their care is available and affordable to them. By working with the medical community, we have already done much to improve care for our troops and to ensure that they have the highest quality care possible. As we continue these efforts, I want to share with each of you our plan to move forward with the health care network transformation. When this initiative was first proposed, I had some concerns that the program might not move as fast as the Army hoped and that we might have to wait to see what happened with the implementation of the current TRI CARE Program. I want to emphasize that the intent of this report is not to impede or delay the implementation of the TRI CARE Program. We are committed to moving forward with our plan to transform the healthcare system for all service members. Let me repeat that: We are committed to moving forward. The goal is to provide the highest quality and most affordable care to our troops and their family members during their time of need as well as for their final disposition. Unfortunately, in the beginning of this transformation process we came across some significant obstacles such as the lack of a coordinated management approach among the various components of the health care system. This led us to consider whether it would be possible to combine and consolidate multiple administrative processes such as pharmacy systems, medical logistics centers, medical service organizations, and medical training facilities.
