The council received the application on 4 April 2009 and, on 5 April 2009, approved the application under s.19(1)(a) and (d) of the Town and Country Planning (Scotland) Act, 1991 (the 1991 Act). 9. The Council considered that the proposed development is suitable for the purposes contemplated by s.19(1)(a) and (d) of the Town and Country Planning (Scotland) Act, 1991 (the 1991 Act). 10. The Council also considered that the plan is one of substantial benefit to the community and will achieve the objective of encouraging and enabling the planting and maintaining of trees and shrubs within the greenbelt (the green belt is the area bounded by roads in the street grid adjacent to open (mainstream or rural) land.) 11. The Council considered that the proposed development would provide a wide range of local benefits and would help to prevent erosion of the green belt. 12.
