. The Legislature shall adopt a budget for each fiscal year and annually submit it to the Governor. The full and fair appraisal of the value of the assets of a public service authority shall be made by the authority or any of its authorized agents or by a court, and the authority may employ a professional appraisal committee to appraise the value of the assets. The public service authority shall pay to the State for the public service authority's debt or other obligations incurred in the fiscal year payable, in whole or in part, from this Article, a sum equal to the total accumulated debt from all bonds issued under the authority by the previous fiscal year?. A public service authority may borrow by the issue of bonds as provided in this article. The bonds shall not be issued until ninety days have expired from the date of approval of the budget, and the bonds may be executed in a general and special manner, in such manner as the authority may determine. Borrowing may be made against the principle of, or premium, if any, or interest on, any authorized indebtedness of the public service authority that is incurred in the fiscal year. Notwithstanding the bond and warrant provisions of this Article, public service authorities may issue bonds, for general purposes, or for capital purposes, in the same form as other general obligation bonds and shall sell such bonds prior to their maturity?. The proceeds of the sale shall be used to pay the principal of, and interest on, any authorized indebtedness incurred in the fiscal year, or any authorized obligations for the purposes authorized under this Article?. The provisions of this section shall be applied by substituting a “for” in the second sentence for the word “or” after the word “bonds” and a “for” in the last sentence for the word “or” after the word “bonds”. The legislature may amend or repeal this Article with respect to any public service authority by a vote of two-thirds vote. This amendment or repeal shall go into effect one year from the time of passage.
