MINUTES OREGON RACING COMMISSION APRIL 22 2004 The Oregon Racing Commission met on April 22 2004 at 2 00 p.m. in Room 140 of the Portland State Office Building located at 800 NE Oregon Street Portland OR. The Commission discussed several proposed changes to the Racing Rule. For a discussion of the issues of safety and track safety, please see the April 19, 2004, meeting. 2. A discussion of track safety issues was initiated by a discussion on Track Safety Issues. This item will discuss track safety and what the Oregon Racing Commission has determined to be acceptable safety measures. We did not discuss track security, track access, or track maintenance. You can see the track access and maintenance changes in this item. 3. Commissioner Davis discussed some recent proposals for the Racing Rule. Commissioner Davis reviewed the proposed rule changes and asked for opinions on these changes. In the discussion of this item, you may wish to contact the various state racing commission offices that may be familiar with Oregon, Washington, or Idaho and let the office know of your concerns. Commissioner Thorne then noted the two proposed changes to the Racing Rule and asked for comments. I had the following questions: 1. Which two proposals were discussed and which one did Mr. Schaefer recommend? 2. Does Mr. Schaefer have a better understanding of how and where to communicate with racing commissions other than the Oregon Racing Commission? (Thank you.) I discussed the second issue with Commissioner Davis. She acknowledged Mr. Schaefer is very familiar with other racing commission addresses via email and telephone. I had a phone conversation with Mr. Schaefer, and he said he would be happy to reach out to other racing commission offices and give them his email. Regarding the first problem, he said he would email me. He said, “If I could just talk to an Oregon racing commission for a minute?” (I think this is the most appropriate way to ask these questions.) Mr. Schaefer then emailed me: “Just wanted to clarify that one of the proposals that I recommended was not an actual recommendation of the proposal itself but rather a recommendation that the rule be clarified. Basically this was a proposal for the racing commission to state in their rules that “If any driver is disqualified prior to the start and has an argument to contest his or her disqualification, the racetrack may proceed with the rest of the race.” Which is basically what we do on the circuit. We are still trying to reach out to another racing commission that might have a better understanding of racing and the racetrack, I don't have any direct email or phone contact but will do our best. Please let me know if I can speak with anyone in the next several days.” The second question was about communicating the proposed changes.
