The Regulations to that Act have been introduced as PRELIMINARY (DRAFT) in the House of Representatives Standing Committee on Environment and Rural Affairs and in the Senate Standing Committee on Economics. The Regulations were published in the Official Journal of the Government of Canada on March 29, 1998. Following consideration, the Government of Canada approved them on June 18, 1998. They will become effective when received by the Clerk of the Privy Council, who will inform the Clerk of the Senate. This information letter provides general information for consumers of the minerals that will be covered by the Regulations. Additional factual information will be issued in subsequent information letters. (1) Introduction. The Government of Canada, pursuant to the Mines and Minerals Amendment Act, 1997, enacted legislation to amend the Mines and Minerals Act. This legislation provides powers and authority for the Government to designate the minerals that the Government deems important. The Act is intended to enhance Canada's mineral and energy security by increasing the efficiency of the national mineral reserves and by promoting the exploration and development of mineral reserves. On April 10, 1999, a Bill C-51, the National Mineral Resources Act (Enacted April 10, 1999), was introduced in the House of Commons (Bill C-51, An Act to amend the Canadian Mineral Resources Act and the Mineral Reserves Management Act (renumbered as the Mineral Resources Act, 1999), S.C. 1999, c. 27, 1999, and to add the words “and Canada's national mineral resources” at the end of section 13) and in the Senate (Bill S-12, An Act to amend the Mineral Reserves Management Act (renumbered as the National Mineral Resources Act (renumbered as a Bill C-36, An Act respecting mineral resources' management) (renumbered as the Mineral Resources Bill, 1997) S.C. 1997, c. 45, 1997, and to add the words “and Canada's national mineral resources” at the end of subsection 36(1) and to delete paragraph (a) thereof. In accordance with section 7 of the National Mineral Resources Act, 1997, Parliament amended the regulations under the Act (the “Mineral Regulations”) concerning mineral resources by amending the “Culture of Mines and Minerals” section of the Regulations (in effect, January 17, 1997, The “Mineral Regulations”). Among other things, the amendments made a number of regulatory changes.
